National service reform isn’t light reading. This campaign system brought structure, clarity and consistency to a complex public consultation.

Structure Under Pressure

Engaged on a freelance contract to support Scottish Fire and Rescue Service’s national High-Rise Safety Campaign, before leading design delivery for the Service Delivery Review. The brief required a structured visual system capable of carrying complex operational change across multiple formats and stakeholder audiences.

Deliverables included a 47-page consultation brochure, public engagement materials, digital campaign assets and over 20 animated videos, distributed nationally across print, digital and internal platforms. The framework needed to remain clear and consistent while handling evolving content and tight timelines.

Operating within a complex public sector environment, I worked closely with communications leads and senior stakeholders to translate detailed service proposals into accessible visual communication. Multiple concurrent workstreams were delivered under scrutiny, requiring clarity, discipline and alignment across every touchpoint.

Defined typographic hierarchy, disciplined layout systems and considered motion principles ensured outputs stayed cohesive regardless of format or deadline. The result was not just a collection of assets, but a robust campaign framework the communications team could confidently apply throughout consultation.

Animated Option Explainers

Produced 10 core animated explainer videos, each outlining a proposed option, alongside social-first variants tailored for different platforms. The objective was simple: strip out complexity and communicate the facts clearly. Each video translated detailed operational proposals into concise, structured messaging that was easy to understand and easy to share.
